What is Google E-E-A-T?
Often written as E-E-A-T, Google's fundamental guiding principle is to write content for a human audience, not for a machine, search engine, or algorithm. Based on these principles, Google will serve ranked search results.
Another way to look at it is that your content has to earn its place in a search result.
If Google were human, it would look at the search intent of the query and the geographical location, then look at its database of indexed pages and ask itself which page deserves to be served in response to the intent of the search query.
